The Whole Community Approach is a guiding principle best practiced in emergency planning efforts and must involve the whole community — diverse community members, including individuals with developmental or physical disabilities, chronic conditions, limited English proficiency, older adults, children, and individuals who are low‑income, homeless, or lack reliable transportation.

The Alameda County Office of Emergency Services (OES) is in alignment with both FEMA and the California Government Code Section 8593.3. It uses the Communications, Maintaining Health, Independence, Support, Safety and Self-Determination, and Transportation (C-MIST) framework for inclusive emergency planning and to integrate vulnerable populations in all aspects of Emergency Management.
