Plans & Reports

The Alameda County Office of Emergency Services maintains the County’s core emergency management plans and reports, which together provide a consistent framework for preparedness, response, mitigation, and recovery across the Operational Area. The Alameda County Operational Area consists of the cities, special districts, and unincorporated areas of the County. These documents—including the Emergency Operations Plan (EOP), Local Hazard Mitigation Plan (LHMP), hazard-specific and functional annexes, and After-Action Reports—guide coordinated action, document lessons learned, and support continuous improvement among county departments, cities, special districts, and partner agencies. 

Emergency Operations Plan (EOP)

The EOP is the County’s guidebook for the Alameda County Operational Area to utilize during phases of an all-hazards emergency management process. This plan is not intended to address the normal day-to-day emergency or well-established emergency procedures.

Local Hazard Mitigation Plan (LHMP)

The Local Hazard Mitigation Plan identifies the natural and human-caused hazards that pose the greatest risk to Alameda County and outlines long-term strategies to reduce or eliminate those risks. The LHMP supports community resilience and enables access to federal and state mitigation funding.
