Disaster Service Worker (DSW)

In California, all public employees are designated as Disaster Service Workers under Section 3100 of the California Government Code. This means County employees may be assigned disaster-related duties to support response and recovery efforts during an emergency.

In addition to public employees, registered volunteers who serve through approved disaster programs, such as county-recognized volunteer groups, are also considered Disaster Service Workers under state law. Once sworn in, these volunteers receive limited protections and coverage while performing authorized disaster service activities.

The Disaster Service Worker Program ensures that Alameda County has a trained, reliable workforce ready to support the community during major incidents, helping maintain essential services and strengthen the County’s overall disaster readiness.
